SEALED BIDS for the furnishing of the necessary materials and construction of the DEIMLING ROAD AND LIME CITY ROAD INFRASTRUCTURE IMPROVEMENTS EDA PROJECT #06-79-06278 will be received by The Wood County Port Authority at the offices of the Northwestern Water & Sewer District located at 12560 Middleton Pike, Bowling Green, Ohio 43402 until 11:00 A.M. (LOCAL TIME) THURSDAY, NOVEMBER 10, 2022 and at that time and place will be publicly opened and read aloud.

Part 1 of the project consists of the reconstruction of approximately 6,500 feet of Deimling Road from Simmons Road to Lime City Road and the milling and resurfacing of approximately 9,700 feet of Lime City Road from the Ohio Turnpike to U.S. Route 20/23. Other improvements include the installation of nearly 4,000 feet of 12-inch sanitary sewer and laterals, over 2,300 feet of 8” and 12” water main, appurtenances, and services, as well as storm sewer improvements, traffic control, restoration, and related work.

Part 2 of the project consists of the replacement of the existing structure on Lime City Road over Dry Creek with 86 feet of 18’ x 7’ concrete box culvert including headwalls, guardrail, restoration, and related work.

The contract documents, including plans and specifications, are on file at the office of the Wood County Port Authority and the Engineer - Poggemeyer Design Group, Inc. (PDG). Documents may be viewed and ordered online or obtained by Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303, www.pdgplanroom.com. The cost of printing is to be paid to the printing company at the time the drawings are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions.

The Engineer for the Project is Poggemeyer Design Group, Inc., 1168 North Main Street, Bowling Green, Ohio 43402.

All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --- DEIMLING ROAD AND LIME CITY ROAD INFRASTRUCTURE IMPROVEMENTS – and addressed to Wood County Port Authority, Attn: Cheryl A. Johnson, Chairman, C/O Northwestern Water & Sewer District, 12560 Middleton Pike, Bowling Green, Ohio 43402.

The bid guaranty may be of two forms:

1. A Bid Guaranty and Contract Bond using the form in the Contract Document (The amount of the bid does NOT have to appear on this form.)

2. A certified check, cashier's check or letter of credit in favor of the Wood County Port Authority, in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond.

After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Wood County, Ohio.

The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio and federal Davis-Bacon wage rates. The successful bidder will compare and use the highest rate per item.

The Wood County Port Authority reserves the right to waive any non-material irregularity in determining the lowest responsive and responsible bidder.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. EDA Grant Award: 06-79-06278, 2020 CARES Act.

No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids.

The estimate for the cost of construction is $4,700,000 for Part 1 and $410,000 for Part 2.
