Budget Process

Each December, the District Board of Trustees sets the budget for the upcoming year, projecting revenues, expenses, and cash balances.

The process starts in the third quarter, when board committees and key staff review current income and expenses and discuss plans for the upcoming year. While several meetings and groups are involved, staff ultimately submit final budget recommendations, including any proposed water or sewer rate changes, with examples of their effects on different customer types.

The board reviews these recommendations and makes the final decision in December; any approved changes usually take effect in January. Because bills are mailed one month after usage, there's enough time to notify customers and prepare updated billing. This process reflects our commitment to serving our community with care and clarity.
