If you are going to be away from home for longer than 30 days over the winter, you may want to consider turning off your water service. You’ll avoid the minimum monthly charges and there’s no charge to shut off your water.
Keep in mind you will have to winterize your plumbing to keep your pipes from breaking, so this may not be a good option if you are gone for only a few weeks.
