2025 District Water and Sewer Rates
The Northwestern Water and Sewer District (The District) is a self-supporting regional government utility. The majority of our revenue is derived from user charges - charges for services provided to customers. These charges may include water and sewer operating and maintenance costs, fees, assessments, and billing; these charges are determined through a detailed process of allocating the cost of providing the services.
Investing in our infrastructure - which includes more than 475 miles of water distribution pipe, 10 water towers, 373 miles of sewer line and 14 wastewater treatment facilities - is critical to delivering 6 million gallons of water and treating 850,000 gallons of wastewater for nearly 20,000 customer accounts every day.
In December, the Board of Trustees approved the 2025 operating and capital budgets. These budgets guide The District’s work in infrastructure and include water and sewer rates.
While facing increases in the costs for chemicals, contractual services, and insurance, we’ve managed to minimize the impact on our customers. Beginning January 1, residential customers will see a monthly average increase of $3.72 *($1.84 for water and $1.88 for sewer). To put that in perspective, the average customer who uses 800 cubic feet (5,980 gallons) of water a month can expect to pay $40.08 for water service and $49.28 for sewer service.
Rates in Your Community
Each District member and contract community has a unique rate structure agreed upon when the community joined The District. Each community also has a water and/or sewer treatment provider: Toledo, Bowling Green, Napoleon, North Baltimore, Fostoria, Lucas County, or Perrysburg. These providers may also have rate increases in addition to District rate increases. CLICK HERE to see examples of bills in your community. Capital Budget
The 2025 capital budget of $42 million is the largest in District history. The most significant projects include new infrastructure funded by $8.7 million in grant sources and $13 million in developer investments. More than half the capital budget goes to projects replacing older water and sewer mains and improving our water distribution network and wastewater treatment facilities. Specific projects include:
- The Dunbridge SR 582 water and sewer project involves replacing aged septic tanks with a nearly 6-mile sanitary sewer system and building over 2-miles of new water line. $13 million investment.
- A major waterline project will replace aged waterlines in the Rossford, Lake Township, and Northwood communities. $8 million dollar investment.
- A 2-million gallon water tower will be built in Middleton Township to support project Accordion. $8 million developer investment.

Operating Budget
The 2025 operating budget of $37 million helps to ensure safe, reliable water and sewer services 365 days a year. It covers the costs for infrastructure maintenance, wastewater treatment plant operations, personnel salaries, equipment repairs, system upgrades, water quality testing, and regulatory compliance.
